White flakes on your shoulders do not automatically mean that your scalp needs more oil. “Khushki” is often used for both dryness and dandruff, but the right next step depends on what is happening on your skin. Start by observing the symptoms rather than covering them with another product.
What can flakes tell you?

Separate scalp care from length care
